The Kick-Off Meeting was held in Belgrade on 29 January 2019 and was hosted by the Delegation of European Union in the Republic of Serbia. The meeting was attended by the representatives of EUD, Ministry of Interior of the Republic of Serbia and the Contractor. It was the first meeting of the main stakeholders after the signature of the contract and was dedicated to the discussions on the implementation approach and the planning for the next activities. Main topics of discussion were the project scope of work, timetable of activities and critical milestones, study visits plan, project management arrangements, organisation and content of the inception report, and communication and visibility plan.
One of the meeting conclusions was the structure of the Project Steering Committee. It was agreed to include members not only from the main beneficiary organisation (the Ministry of Interior), but also to include other key stakeholders, in particular, the Ministry of health and institutes for emergency medical services as well as RATEL.
Another important conclusion was the modality of data collection regarding the current state of affairs in emergency management. The project team will produce a series of specialised online questionnaires to allow the stakeholders to send structured information while not adding any unnecessary workload to the persons involved. Additionally, the project team prepared a request list for the information needed to allow to proceed with the next steps within the Inception Phase and to start the assessment activities within the Implementation Chapters 1 and 2.
The first Project Steering Committee was set for March 13th, 2019.
